The Judges of the 70th District Court have provided this website to assist the public in their dealings with the court. Please use the links for information regarding criminal, civil, and traffic matters.
You may also use the court forms page to fill out and print forms online for filing with the court. There are also links to numerous publications from the Michigan Supreme Court, State Court Administrator's Office, the Institute of Continuing Legal Education and others for your review.
District Court hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Divisions do not accept filings or payments after 4:45 p.m. A list of Saginaw County holidays is available for you to view.
70th District Court Judges
Hon. Terry L. Clark
District Court Judge since August, 1990. Saginaw's first African American Judge. Alternate Chief Judge and former Chief District Court Judge. Graduate of Buena Vista High School, University of Michigan and Texas Southern University, Thurgood Marshall School of Law.
Hon. A. T. Frank
District Court Judge since May 1, 2006. Previously in the private practice of law. Former Member of the Michigan House of Representatives; former Chairman of the Michigan State Tax Commission. He is a graduate of Western Michigan University and the Thomas M. Cooley Law School.
Hon. David Hoffman
District Judge since January, 2017, following 29 years in private practice. A graduate of St. Stephen High School, Michigan State University and DePaul University College of Law. He has served the community on a number of boards and commissions throughout Saginaw County.
Hon. M. Randall Jurrens
District Judge since 2002, following 23 years in private practice. A graduate of Michigan State University and the University of Detroit Law School; has also served the community as a member of Saginaw City Council and the County Board of Commissioners.
Hon. Elian E. H. Fichtner
District Judge since April, 2018, following 12 years in private practice. A graduate of Arthur Hill High School, University of Michigan and Valparaiso University of Law. She has served the community on a number of boards and commissions throughout the state of Michigan and Saginaw County.
